Position: Proposal to Restrict Chains in the Downtown

As an organization that represents nearly 900 businesses, The Greater Bloomington Chamber of Commerce works daily to create better business and a better community. As the steward of business advocacy, we often weigh in on issues of importance as we work to protect area businesses.

Recent discussions about a potential restriction on chains in the downtown have caused the Chamber and many of our members concern. To begin, we do not see the current – nor the historical – number of chains in the downtown as a problem. A healthy business community requires a diverse mix of businesses that meet market demand in order to grow and prosper. The Chamber does not see evidence of an imminent or future threat to the vitality of the downtown nor a compelling argument of similar nature that would justify new legislation.

Furthermore, we believe the market should dictate the kaleidoscope of businesses around our core, rather than banning chains from entering certain blocks. While we certainly support local independent businesses, we feel such a proposal would have unintended consequences. Placing additional controls on natural market fluctuations and unnecessary restrictions on business would cause uncertainty and detract from the appeal of doing business in Bloomington.

We have a vibrant downtown that lures area residents and visitors to spend money via diverse restaurants and retailers. Our downtown has a strong history of chain tenant businesses; we also have an array of long-standing, homegrown Bloomington institutions that draw in students, residents and tourists alike. This mix of national and local merchants has evolved over the years into a thriving business community, creating the natural balance of choices we enjoy today. Independent local businesses often benefit from the presence of nationally recognized brands, and their ability to bring foot traffic to business districts. We also commend Bloomington start-ups that have enjoyed successes that have allowed them to expand to multiple locations throughout Monroe County and Indiana. Decision makers should strongly consider the impact that such legislation would have on real estate values, the ability to lease space at market rates and the ability of owners to maintain healthy buildings. Bloomington citizens have invested significant capital with a vision of preserving the historic character while building a unique and beautiful Bloomington, and should be guaranteed protection of property ownership and appropriate land use rights.

A number of questions still loom about this proposal, such as the specific definition of ‘chains,’ the types of businesses that may be categorized as such, and how locally grown businesses that may now be considered chains will be impacted by such a policy. As these discussions progress, The Chamber will be fully engaged in sharing our perspective with local leaders.

We are fortunate to have a heavily engaged business community, one that contributes human and financial resources to numerous organizations and causes. The Chamber supports them in their efforts as they provide jobs and enhance our quality of life and we are pleased to serve and protect the businesses in our community.
